Northern Ireland’s Graduated Driver Licensing (GDL) scheme launched on 1 October 2026. It changes what a new learner must complete before the practical test and adds a phased period of restrictions after passing. The date your provisional entitlement began matters, so two learners of the same age may be following different routes during the transition.

Training and learning periods for new applicants

For provisional entitlements that begin on or after 1 October 2026, nidirect says learners must complete a Programme of Training and record it in a logbook. Category B car learners also have a six-month Mandatory Minimum Learning Period before the practical test; the published exception for Category A motorcycle learners means that six-month period does not apply to them. Motorcyclists still need the required theory test and category-specific CBT. Check the current learner rules and exemptions, rather than assuming the car timeline applies to a motorcycle.

Transition rules for existing learners

The transition is particularly important for people who already held a provisional Category B entitlement before 1 October 2026. Nidirect says they have until 31 March 2027 to book and pass under the existing system; a failed test followed by a retake on or after 1 April 2027 requires enrolment in GDL. The new-learner guidance also describes training modules, logbook sign-off and changes to the practical test from April 2027. These dates are close enough that learners should verify their personal account and test eligibility directly with DVA.

Restrictions after passing the test

After passing, the GDL route introduces a two-year R-plate period. For the first six months, newly qualified car drivers under 24 face a night-time passenger restriction, with stated family and qualified-supervisor exceptions; the plate then changes for the remaining 18 months. Transitional cases can remain under the previous amber R-plate and 45 mph rules. The newly qualified driver guidance has the decision table.

This is a fast-changing area: use it as a map, not a personal eligibility decision. Confirm your exact dates with the official GDL account before booking a test or planning to drive independently.
