New vehicle e-CoCs: Ireland's 30 November change

Revenue's e-CoC transition ends on 30 November 2026. What Irish new-car and van buyers and dealers should check before registration.

Irish businesses arranging a new car or van registration in late November should check the vehicle’s conformity documentation before agreeing a handover date. Revenue’s published transition timetable ends on 30 November 2026, when only electronic Certificates of Conformity using the IVI 2.0 format will be accepted for new category M and N vehicles.

This is a documentation change for new passenger and goods vehicles. Revenue explicitly says the registration process for other vehicles is unchanged. It should not be confused with a new requirement for every used-car transfer.

What Revenue has confirmed

Under the procedure introduced on 5 July, manufacturers send digitally signed e-CoCs through EUCARIS. Revenue retrieves the record using the vehicle identification number. The transition arrangements for older formats run through 29 November; the IVI 2.0 requirement follows the next day. Revenue also warns that a PDF or Word document cannot simply be converted into a manufacturer’s XML e-CoC.

Why the delivery date needs a second check

A vehicle can look ready for collection while its registration paperwork still needs attention. The practical question for a buyer is therefore more precise than “is the car in stock?”: has the seller confirmed that the manufacturer’s conformity record is available for the intended registration date?

For a dealer, a short check before confirming collection is more useful than a reassuring email after an appointment has been missed. Keep the VIN and the supplier’s confirmation together in the stock file. If an importer cannot confirm the document’s status, allow time to resolve that uncertainty before promising a fixed delivery date.

Situation Practical question to ask
Buying a new vehicle from an Irish dealer Has registration been confirmed before collection?
Importing a new car or van Can the seller confirm the manufacturer’s conformity record for this VIN?
Buying an already registered used vehicle Which ordinary ownership and history checks are still outstanding?

Keep the change in proportion

The sensible response is to check documentation, rather than assume that an approaching deadline makes a vehicle unsuitable. A clear distinction between a new, unregistered vehicle and an already registered used vehicle will also prevent unnecessary confusion in an advert or customer conversation.

For the wider buying process, see our Irish vehicle import guide. When comparing offers on WazerMart, ask the seller to distinguish a registered vehicle from stock still awaiting registration.
